Loyalty to whom?

Congress needs to pass a law forbidding anyone active in any government capacity, e.g. congressmen, negotiators, ambassadors, government finance officials, etc to hold dual citizenship in any other country.
Why is this important?
For example, there are a number of members of Congress hold citizenship in other countries. When situations occur involving these other countries,to which country do they do they give their allegiance?
